According to the rules, plugin authors may not ‘phone home’.
When de-activating https://wordpress.org/plugins/wp-user-frontend/ one is asked to select an option to indicate why one de-activates the plugin. This info is being ‘phoned home’, and subsequently the site admin gets emails announcing new versions.
Is this behaviour allowed?
