This bug was introduced with WordPress v5.5 i.e. this issue in not apparent in WordPress v5.4.2.
Problem
On the Users page, when the bottom ‘Bulk Actions’ feature is used to delete selected users, the feature fails … the top ‘Bulk Actions’ feature works fine.

In short:
(1) Delete user using top ‘Bulk Actions’ feature: SUCCESS
(2) Delete user using bottom ‘Bulk Actions’ feature: FAILURE
